Washington’s museum restaurants tend to be afterthoughts, designed more for refueling than reflecting. Immigrant Food Plus, neighbor to Planet Word downtown, is a novel exception. Picture international sandwiches and salads, ordered at a counter by day, and table service, top-drawer drinks and sophisticated fusion entrees at night. The biggest thrill on the menu is the $20 per person “dim sum experience,” which brings together Latin wontons, minty kibbeh and pork-filled steam buns in a three-tiered bamboo steamer.
